Floor Tiles

Anybody know how to clean terracotta tiles(matt type) My roof terrace floor tiles are in a particulary bad state with cement spatter, paint splashes etc. I have thought about painting over them, but wondered if this would be a bad move. Appreciate any experiences.

Never done it, but, have you tried,
1) Wirebrush cup on drill?
2) Oxalic acid?
3) Paint stripper?

Agua fuerte and then power wash after 5 or 6 hours
